Yes, that's significant. Your modem is dead and needs to be replaced. When
the lights all blink once ever 15-30 seconds there is no longer any way to
access the modem and it must be replaced.

Further troubleshooting:

Modem power light will go on if sat receive & sat transmit cables aren't
connected. No other lights come on, except for the brief flash of all lights
when first powered on. If I unplug modem & install cables, no power light.

Weird....but not significant?
